1. General
Now TV Presents 2008 JCKSC Junior Open will be played in accordance with the Rules of Golf as approved by the Royal & Ancient Golf Club of St. Andrews, and the Local Rules as approved by the Tournament Committee. These local rules will be made available to players upon registration.
The Tournament Committee shall be appointed by the Hong Kong Golf Association and shall consist of:
a) The Tournament Director (or his properly authorized deputy)
b) The Hong Kong Golf Association Chairman of Rules (or his properly authorized deputy)
c) The Tournament Organizing Committee Convenor (or his properly authorized deputy)
For the purposes of Rule 33-7 a quorum shall consist of the Tournament Director and any one of the other Tournament Committee Members.
2. Eligibility
The Championship is open to all junior golfers who are under 18 years of age on 11th August 2008 and who:
a) must conform in all respects to the Rules of Amateur Status as laid down by the Royal and Ancient Golf Club of St .Andrews; and
b)
have a USGA handicap index or other handicap accepted by the Tournament Committee

All entries will be subject to the approval of the Tournament Committee, which reserves the right to accept or refuse, or having accepted, subsequently reject any entry without giving reason for its decision. The Committee reserves the right to limit the number of entries and modify the Championship in any way it deems desirable.
Handicap holders
Should it become necessary to limit the size of the field, a ballot may be necessary and priority in each age group will be given to players with lower handicaps.
Non-handicap holders
Entries will be taken on a first-come-first-served basis. However, priority goes to the handicap holders in 9 -10 and 8 years and under division.
The Tournament Committee reserves the right to disqualify any player making a false statement on their entry forms.
3. Tournament
The Championship shall be 36 holes Stroke Play, playing from the tees as set our below, subject to the Committee's right, in the event of circumstances which make the playing of 18 holes impracticable, to cancel any rounds at its discretion.
For classes G, H, I and J, the tournament will be over 18 holes (9 holes each day).
Individual competitions will be conducted over boys and girls' divisions, in their respective age groups as follows:

Boys in classes A & C will play from the men's white tee markers. Boys in classes E will play from the yellow tee markers. Girls in classes B, D and F will play from the ladies red tee markers. Boys and girls in classes G, H, I & J will play from the forward tee markers.
A marker will accompany each group in classes G to J (aged 10 years and under).
Decisions on Ties
In the event of a tie for the Overall Championship, the players tying shall, as soon as possible after the announcement of the tie, participate in a play off, hole by hole, until the winner is decided by elimination ("sudden death").
The play-off holes will be decided by the Tournament Director on the final day of the event.
All other ties will be decided by a count back. The count back procedure to be used will be:
The winner will be the player having the lowest gross score over the last nine [9] holes. If the tying players have the same score for the last nine [9] holes, the winner will be determined by the scores over the last six [6], last three [3], last hole, front nine last nine [9], last six [6], last three [3] and last one [1]. If this system does not produce a winner, the same conditions will operate on the first round score. If there is still no result, then the winner shall be decided by the toss of a coin.
4. Time of Starting
A player should report to the Starter on the 1st tee 10 minutes before his/her starting time.
If the player arrives at his/her starting point, ready to play, within five minutes after his/her starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is two strokes, to be added to the score on the first hole.

5. Pace of Play (Rules of Golf 6-7. Note 2)
Competitors will be notified of the time allowed for a round. The time will be broken down into timings for each individual hole.
If, during a round, a group has exceeded the time allowed for the number of holes played and has fallen behind the group in front of them, it is liable to be warned and the players will be individually timed by an appointed official.
The maximum time allowed for a shot is 40 seconds. However, an extra 10 seconds is allowed for the first player to play:
a) Tee shot on a par 3 hole.
b) Second shot on par 4's and par 5's.
c) From on or near the putting green at any hole. The timing will start when it is the player's turn to play and there is no interference or distraction.
If whilst being timed, a player exceeds the time allowed on a shot will be deemed to have "a bad time".

A player whose group has been timed will have a bad time carried forward in the round even if the group subsequently arrived back in position in relation to the group in front or within its allotted time.
The committee may apply a penalty for undue delay (Rule 6-7) without prior warning to a group that is seriously out of position at the end of the round.
6. Approved Balls
All competitors must play a ball named on the current Royal and Ancient List of conforming golf balls.

7. Caddies
Caddies are not allowed (parents are not allowed to act as caddies). Competitors must carry their own clubs or use trolleys. Motorised golf carts are not permitted.

8. Gallery
Spectators are not allowed on the course. If players are observed to converse with spectators, it may be ruled that they are asking for or accepting advice in breach of Rule 8-1.
9. No Smoking
Smoking is prohibited during play.

10. Mobile Telephones
Mobile telephones are not allowed to be used anywhere on the golf course.

11. Entry Fee & Entry Closing Date
The entry fee & entries closing date are included in the "Information for Competitors". A player who has not paid the entry fee will not be permitted to play in the competition.
