Selection for the HKGA Development Squad

1. Introduction & Selection Criteria

The main role of the Development Squad is to be the feeder Squad for the Junior Squad. Young and fresh talents will be provided a training programme to allow them to develop the skills needed to be competitive at a higher level.

Players who were not selected as Junior Squad from HKGA Talent Identification Day but have potential may be selected to Development Squad.

2. Eligibility

a. Must be a HKID holder; and

b. Must be holder of valid HKGA handicap card; and

c. Below age 13.

3. Criteria for Continuing in Development Squad (effective after each year):

a. Participate in minimum 4 rounds of HSBC Junior Golf Series, join the HSBC Junior Tour and achieve at least 8 accumulated points each year;

b. For those who still cannot be promoted to Junior Squad at the age of 13 on the last day of the calendar year, they may be removed from the Development Squad.

Selection for the HKGA Junior Squad

1. Introduction & Selection Criteria

Catering to younger squad ages under 13 years old, the Squad will be provided with all-round training and more junior tournament opportunities.

Development Squad who achieved highest ranking on each age group of Boys and Girls on the HSBC Junior Golf Series with at least 20 accumulated points each year will be promoted to Junior Squad.

Junior Squad may include players who are selected from HKGA Talent Identification Day or invited by HKGA because of their outstanding performance.

2. Eligibility

a. Must be a HKID holder; and

b. Must be holder of valid HKGA handicap card; and

c. Below age 13.

3. Criteria for Continuing in Junior Squad (effective after each year):

a. Participate in minimum 8 tournament rounds each year.

Selection for the HKGA Elite Squad

1. Introduction & Selection Criteria

Catering to squad ages 13 years old or above, the Elite Squad will be provided with all-round training and more competitive tournament opportunities.

Members of Junior Squad who are 13-year-old or above at the first day of calendar year will be directly promoted to the Elite Squad. Players of the Development Squad who rank first when they are 13-year-old on the HSBC Golf Series will also be promoted to the Elite Squad.

Elite Squad will consist of players who are invited by HKGA because of their outstanding performance.

2. Eligibility

a. Must be a HKID holder; and

b. Must be holder of valid HKGA handicap card; and

c. Age 13 or above.

3. Criteria for Continuing in Elite Squad (effective after each year):

a. Participate in minimum 10 tournament rounds each year;

b. Based off their best 10 tournament rounds, a player cannot have more than 10 over par average for the year. Players who fail to achieve this criteria may be removed from the Elite Squad the following year.

Selection for the HKGA Junior National Team

1. Introduction

Consisting of the top junior golfers of Hong Kong. The selection to the Junior National Team will be done at the end of each calendar year.

Catering for HK based juniors below 18 years of age at the first day of each calendar year, the Junior National Team will be provided first priority in specialized training with coaches, all-round training and more competitive tournament opportunities.

Junior National Team will consist of players who are invited by HKGA because of their outstanding performance.

2. Eligibility

a. Must be a HKID holder; and

b. Must be holder of valid HKGA handicap card; and

c. Age 18 or below; and

d. Must be HK based.

3. Must meet one of the following criteria to be promoted to Junior National Team:

a. HSBC Junior Order of Merit, top 2 ranked players in each age groups (11-12, 13-14, 15-17) for both boys and girls from the previous year. If a qualified player doesn’t meet the eligibility or declines the spot, then the spot will go to the next player available from the same age group; or

b. Have ranking status on the World Amateur Golf Ranking; or

c. Invitation by coaches’ based on their outstanding performance.

4. Criteria for Continuing in Junior National Team (effective after each year):

a. Must continue to be the top 3 ranked player in respective age group of the HSBC Junior Order of Merit on the previous year; or maintain WAGR top 3000 (boys) and top 2500 (girls); and

b. Must participate in minimum 10 tournament rounds each year.

For those who do not meet the criteria from above on the last week of each year, then they may be removed from the Junior National Team but may then be placed into either the Elite Squad or Junior Squad.

Selection for the HKGA Veteran Team

1. Introduction

The Veteran Team is for players who have represented Hong Kong in national representation events. Must be older than 25 years old on the first day of each calendar year.

2. Eligibility

a. Must be a HKID holder; and

b. Must be holder of valid HKGA handicap card; and

c. Age 25 or above.

3. Criteria to the HKGA Veteran Team:

a. National Team member in the past four years.

4. Criteria for Continuing in Veteran Team (effective after each year):

a. Participate in minimum 2 WAGR recognized tournaments each year.

If athletes can’t meet the above criteria for continuing in Veteran Team, they may lose access to Squad playing rights and benefits.

Selection for the HKGA Men's and Ladies's National Team

1. Introduction

Consisting of the top male and female amateur golfers from Hong Kong, the selection to the National Team will be done at the end of each calendar year, and when deemed appropriate by the selection committee.

2. Eligibility

a. Must be a HKID holder; and

b. Must be holder of valid HKGA handicap card.

3. Must meet one of the following criteria to be promoted to Men's and Ladies' National Team:

a. Represented Hong Kong Team in the past four years in one of the following events: Olympics, Asian Games, National Games, Espirito Santo Trophy, Eisenhower Trophy, Nomura Cups, invited players (by organizer) for Asian-Pacific Men’s Championship, invited players (by organizer) for Women’s Amateur Asian Pacific Championship.

b. WAGR Top 2000 (Men) and Top 1500 (Women) on the last week (Week52/53) of each year will be directly considered National Team Members.

Members’ status on the National Team will also be reviewed annually, where athletes who do not perform up to standard or meet the given criteria may be relegated but may be considered for other squad categories.

4. Criteria for continuing on National Team list (effective after promotion to National Team):

a. Must maintain WAGR Top 2500 (Men) and Top 2000 (Women) on the last week (Week52/53) of each year; and

b. Must participate in minimum 5 WAGR recognized tournaments each year.

Other Requirements of all Squad Members

1. The purpose of setting up the new HKGA criteria is to train and develop junior golfers to eventually represent Hong Kong in National Team events. In view of this, all players must achieve certain standards or will be subject to losing their spot on the Squad.

2. If a Squad member is lacking tournament participation or attendance at squad training without approval from the HKGA, a warning letter may be given.

3. For any Squad member who receives multiple warning letters, the HKGA reserves the right to remove a member without any other prior notification.

4. If a Squad member has disciplinary and/or attitude problems, he/she may also be removed from the Squad.

5. HKGA reserves the right to remove any Squad member at any time.

6. All members can regain their spot through future tournament performance.

c. Chairman of the Junior/International Committee

3. Major Games/Team Events:

(National Games/Asian Games/Youth National Games)
(World Amateur Team Championship/South East Asian Team Championships/Queen Sirikit Cup/Asia-Pacific Amateur Golf Team Championship/Universiade)

a. Men’s and/or Ladies’ Captain of the Hong Kong Golf Association

b. Lead Coach and Coach of the Hong Kong Golf Association

c. Chairman of the Junior/International Committee

Tournament Selection Process

1. The Hong Kong Golf Association (HKGA) will circulate approved tournament lists to relevant members of the Men’s, Ladies’, Elite and Junior squad/s;

2. The HKGA Men’s, Ladies’, Elite and Junior squad lists will be developed and approved by the Junior/International Committee annually;

3. The HKGA will inform squad members of the number of spots available, tournament information, departure and return dates and specific selection criteria for this tournament, and request them to reply in writing regarding their availability by a specified date;

4. The Selection Committee will select from the available squad members based on the specific criteria for each tournament;

5. The HKGA will inform the selected players and announce the selection results to the rest of the squad/s.

Tournament Selection Criteria

1. Entry requirements set by the tournament organiser;

2. World Amateur Golf Ranking (WAGR);

3. Tournament results and overall performance of the player up to the selection date;

4. Participation and commitment to the team;

5. Discipline and attitude of the player;

6. The Selection Committee may consider players other than members of the HKGA Men’s, Ladies’, Elite and Junior squads who have had recent outstanding results

7. The Selection Committee reserves the right to make the final decision as to whether or not to send players to overseas tournaments

Right of Appeal

1. A player may appeal the decision of the Selection Committee to the Executive Committee by giving a written notice to HKGA within 21 days of the date of decision by the Selection Committee being communicated to him/her.   

2. Upon receiving the request, the Executive Committee must determine whether to:

a. Dismiss the appeal; or

b. Convene a hearing in relation to the appeal.

3. In the event of a hearing, the Executive Committee will hear the appeal at such a time and in such a manner as the Executive Committee deems appropriate.  A quorum of at least three members of the Executive Committee must be present to hear an appeal. 

Hearing

1. If the Executive Committee determines to convene a hearing in relation to the appeal, it must give at least 21 days written notice to the player stating:

a. The date, time and place at which it will hear and determine the appeal;

b. That the player is entitled to be assisted or represented by one other person or parent (if the player is Under 18 years of age).

2. If the player is not present at the hearing, the Executive Committee may:

a. Proceed to hear and determine the appeal; or

b. Adjourn the hearing of the appeal for such period determined by the Executive Committee and must give written notice of the time and place when the hearing will resume.

3. If the player is present, he/she may give evidence and bring any relevant witnesses to support his/her case.

4. After the presentation of evidence and hearing any final submissions by the player the Executive Committee shall make such determination as it shall see fit in the circumstances. 

5. The decision of the Executive Committee will, in its discretion, either be:

a. Announced at the conclusion of the appeal; or

b. Communicated in writing to the player within 30 days of the conclusion of the appeal.

8. The Executive Committee’s decision is final.
