Tournament Conditions

Aims and Objectives
To promote junior golf in Hong Kong and provide official tournament opportunities for developing junior golfers.

Eligibility
Junior golfers must be 6 years of age or over and under 15 years of age.
Must be a holder of valid HKGA handicap card with updated within the last 3 months
Players must be Hong Kong residents
(Holders of Hong Kong Identification Card or HK Student Card)

Tournament Format
The tournaments will be decided by stroke play, 9 holes for each tournament.  Tournaments will be played in accordance with the conditions of each tournament, subject to the Committee’s right, to cancel any round at it discretion.

There will be 6 tournaments from April to September 2017
Saturday 22 April at Hong Kong Golf Club, Deep Water Bay
Saturday 20 May at Hong Kong Golf Club, Deep Water Bay
Sunday 18 June (afternoon) at Hong Kong Golf Club, New Course
Saturday 8 July at Hong Kong Golf Club, Deep Water Bay
Friday 4 August at Hong Kong Golf Club, Deep Water Bay
Saturday 9 September at Hong Kong Golf Club, Deep Water Bay

Maximum Stroke Allowance
Please note that a player who cannot finish a hole in under 11 strokes, he/she must pick up their ball and mark an “X” on the scorecard.  Any player with an “X” on their score cards will not be eligible to win a prize.

Maximum Handicap Index
36.4 for boys (aged 11-14), play from Red / White / F. tees

Over Subscription
The starting field will be limited to 72.  In the event of oversubscription, priority in each age group will be given to players with lower handicaps taking precedence.  Unsuccessful entrants will be given the opportunity to compete should there be any withdrawals.  Entry fees will be refunded to unsuccessful entrants who do not compete.

Awards and Prizes
Prizes will be awarded in each age group in each tournament.  The prize presentation will be held immediately after close of play.
(HKGA reserves the right to cancel any tournament in any age group with less than 3 players).

Pointing system for the HSBC Junior Tour 2017
For those who have enrolled the HSBC Junior Golf Tour 2017, the winner of each age group will receive 20 Junior Tour Points, 2nd to 5th placing will receive 15, 10, 5 & 3 Junior Tour Points respectively*.

General Information
The HSBC Junior Golf Series 2017 will be played in accordance with the Rules of Golf as approved by the Royal & Ancient Rules Limited and with the Local Rules approved by the Tournament Committee.

Decision on ties
In the event of a tie in the competition, the result will be decided by count back.  The count back procedures to be used will be:

The winner will be the player having the best gross score over nine holes.  If the tying players have the same score for the nine holes, the winner will be determined by the score over the last six, last three, last hole.  If this system does not produce a winner, the winner shall be decided by the toss of a coin.

Registration
All players must report to the Tournament Office 30 minutes before their assigned tee off times.

Pace of Play
Maximum time allowed for each stroke is 40 seconds with an additional 10 seconds allowed for the 1st stroke.

1st time slow play - warning
2nd time slow play – One stroke penalty
3rd time slow play – Two strokes penalty
4th time slow play – Disqualification

Caddie
Caddies are not allowed.  However a marker will accompany each group in the 10 years and under Divisions and where possible in the 11-12 years Divisions.

Trolley
Players are allowed to use private or a club trolley. Limited club trolleys are available on a first come first served basis.

Spectators
Spectators are NOT allowed on the course.

Entry
All entries will be subject to the approval of the Tournament Committee which reserves the right to accept or refuse, or having accepted, subsequently reject any entry without giving a reason for its decision.  The Tournament Committee reserves the right to amend these tournament conditions and dates of tournament.

Breaches of Discipline 
A player commits a breach of discipline if he /she:
i) Knowingly fails to comply with the Rules of Golf with an intention of gaining an advantage over another player;
ii) Knowingly returns a false score.
iii) Verbally threatens any person during the Championship.
iv) Uses abusive or profane language during the Championship;
v) Behaves in a manner detrimental to the good name and reputation of the HKGA;
vi) Brings the game of golf into disrepute;
vii) Misses a tee time or withdraws from the Championship before its completion without providing good and sufficient reason.
viii) Is under the influence of and/or uses drugs prohibited by the WADA anti-doping policy.


Breach of Etiquette 
A players commits a breach of Etiquette if he /she: 
i) Does not repair Divots
ii) Does not repair Pitch Marks
iii) Does not rake Bunkers

The Tournament Committee may in the case of a breach of discipline either disqualify a player from the competition or impose such other penalty or reprimand as it deems appropriate in the circumstances. Please refer to the HKGA Discipline Procedure and Right of Appeal policy on the official HKGA website.


Dress Code (This applies to parents as well as players)
It is the responsibility of each player to be aware of and abide by, the Dress Code for the Host Club. A copy of this will be posted on the Information Board at the Tournament office. Both on and off the Course and in the Clubhouse, players should observe reasonable, inoffensive manner of dress.

In general however, the following rules should be observed.
Denim wear including jeans, is not permitted 
Swimwear and athletic attire including tracksuits, shorts, T-shirts and sports shoes are not allowed.
Footwear should be worn at all times, not changed in public areas and notice taken of Host Club rules regarding spike shoes. 
Hats or caps should not be worn in the Clubhouse.

Mobile Phones
During a stipulated round, the use of a mobile phone is regarded as a serious breach of etiquette for which a penalty of disqualification may be imposed.

Distance Measuring Device
During a stipulated round, the use of a distance measuring device is not allowed.
Penalty of Breach of Conditions: 2 strokes for the first offence, disqualification for more than one breach of the local rule.

Insurance
All players must have insurance to cover any incident that might occur on or around the golf course. The HKGA accepts no responsibility for any injury to any person or damage to equipment.

Event Cancellation Policy
In the event that Typhoon Signal No. 3 or higher or a Red/Black Rainstorm Warning Signal is hoisted by the Hong Kong Observatory at 6am on the tournament date.  The Tournament will be cancelled and postponed to a date to be determined by the Tournament Committee.

In case of inclement weather, all players should check the HIKGA website www.hkga.com where up to date information will be posted at regular intervals.

Withdrawal Policy
There is no penalty if a player withdraws before the date of the close of entries. Should a player withdraw after date of the close of entries, the entry fee will be forfeited and should the player fail to give less than 72 hours notice before the date of the tournament, the player will be suspended from playing in the tournament the following year.

Anti Doping Policy

The Anti-Doping policy as confirmed by the International Golf Federation, Hong Kong Anti-Doping Committee and the Sports Federation & Olympic Committee of Hong Kong will be in force.

Entry Fee:

The entry fee for each tournament is HK$200.
No refund of entry fee will be made after the entries have closed for each tournament.

    Cheque must be crossed and made payable to “Hong Kong Golf Association Ltd”
    Online payment can be made after receiving the confirmation of acceptance
